BULLETIN #15 issued at 11:00 AM, Thursday September 13, 2018 by the Dominica Meteorological Service.





At 11am the centre of Tropical Storm Isaac was located near latitude 14.9 degrees north and longitude 61.8 degrees west or about 50 miles south west of Dominica. Isaac is moving west at 20 mph (31 km/h). Maximum sustained winds remain near 45mph or 75km/h with higher gusts. Tropical storm force winds extend out to 160 miles (260km) from the centre.


Isaac was displaced to the south west from previous position and the centre passed between Dominica and Martinique at about 9am. Tropical storm force winds of about 39 to 45 mph are expected to persist into the afternoon. Strongest winds are expected in elevated areas.


A Tropical Storm Warning remains in effect for Dominica at 11am. Residents are advised to keep informed on the progress of this system and to remain vigilant. Pockets of moderate to heavy showers, thunderstorms and winds gusting to tropical storm force are expected into this afternoon. Rough to very rough seas are expected up to Friday.  


Current rainfall amount projected for Dominica is between 6 to 8 inches (150 to 200mm) with higher amounts in elevated areas.


·         People in areas prone to flooding, landslides and falling rocks are advised to be extremely vigilant and to exercise extreme caution as life threatening flash flooding and mudslides are expected today. A FLOOD WARNING is in effect for Dominica until 6pm Friday September 14, 2018.


·         Mariners and other users of the sea should remain extremely cautious. Large waves of up to 19.0ft and dangerous rip-currents will create unsafe conditions for small-craft operators. Sea-bathers should stay out of the water. Coastal flooding is possible in low-lying areas on eastern and northern coasts. A High-Surf Advisory and Small-Craft Warning are in effect until 6pm Friday September 14, 2018.


Note that there are no other systems posing an immediate threat to Dominica following Isaac.
